The Former President's Woke Alarm Overlooks Europe's True Threat: Economic Stagnation.

The recent US national security strategy offers a misguided view of Europe. It claims that open-border policies and so-called "progressive" agendas pose an grave risk to European civilization. Yet, this argument is based on a fundamental misinterpretation of the situation. The true challenge confronting Europe is not societal but economic and technological lag.

The Stark Growth Gap Between Europe and the US

The data paint a stark contrast. From 2008 and 2023, US GDP surged by eighty-seven percent, while a paltry thirteen and a half percent increase for the EU. During this period, European income per person fell from over three-quarters to just half of the American figure. Strikingly, even Mississippi now boasts a higher per capita income than major European economies like France and Italy.

Today, roughly half of the global top fifty tech companies are American, while a mere four are from Europe.

The Innovation Shortfall: A Critical Problem

The growing disparity is driven by superior productivity growth in the United States, fueled by technological innovation and higher total factor productivity. The landscape of world technology dominance is overwhelmingly American. In the last fifty years, hundreds of American startups have grown into companies valued at over $10bn, versus just 14 in Europe.

This gap raises a pressing issue: In the race for future industries like semiconductors, AI, and quantum computing, where does Europe positioned? Experts widely agree it is largely a two-horse race between the United States and China, with Europe entering at a significant disadvantage.

Underlying Factors of Europe's Innovation Gap

A number of major factors account for this technological divide.

  • Venture Capital: The United States has a far deeper and agile network for financing new ventures. The EU has yet to establish a genuine capital markets union, which caps the growth potential of emerging companies.
  • Regulatory Fragmentation: Complex and divided regulation hinder Europe. A American entrepreneur can launch a service under one regulatory framework to access a market of over 330 million. The European Union, despite a bigger population, is divided among 27 separate systems, creating significant market obstacles.
  • Mindset Differences: Views on risk-taking vary greatly. In some EU nations, business failure was historically viewed with stigma, whereas in the US, it is often seen as a valuable lesson.
  • Military Investment: The United States enjoys a tightly woven innovation pipeline linking defense and academia. Europe's long-term lack of spending in military capabilities has weakened its capacity for breakthrough innovation.

The Road Ahead: Grounds for Hopefulness

In spite of these challenges, there are causes for hope. European leaders are increasingly aware of the existential challenge and have begun to advance serious reform. Key analyses on European competitiveness and the single market point to the need for sweeping changes.

With the right policies and regulatory reforms, Europe's strengths could support much higher levels of commercial innovation.

Europe retains considerable strengths: high-quality workforce, top-tier education systems, and premier research institutions. Coupled with a vast domestic consumer base and substantial household savings, these foundations have the potential to trigger a surge of venture creation.

Importantly, even if Europe does not take the lead in creating cutting-edge technologies, it can still significantly boost economic output by implementing and tailoring innovations from elsewhere.

An Inflection Point

The European Union now faces a decisive moment. To paraphrase a famous line, decline often happens "gradually and then suddenly". So far, Europe's technological decline has been steady. However, if it fails to take bold steps to address its structural weaknesses, today's gradual weakening could turn into a rapid and permanent decline in world influence.
